Monroe JSEC serves the Rochester, New York and surrounding area. We are one of 40 JSECs in New York State.

We provide expert information to employers on issues that affect the business community, while informing employers of services and programs offered by the Labor Department.


Monroe JSEC is an approved provider of the Human Resource Certification Institute (HRCI).

 Governor Signs NY Youth Works Program into Law

Governor Andrew M. Cuomo signed the NY Youth Works Program into law on December 9, 2011 to encourage businesses to hire unemployed, disadvantaged youth. The program will support job training and employment for eligible youth ages 16 to 24, who live in the following areas of New York State:  

 New York City    Utica
 Town of Hempstead  Mount Vernon
 Buffalo  Yonkers
 Rochester

 Schenectady

 Syracuse  Albany
 New Rochelle  Town of Brookhaven

The NY Youth Works Program has three elements:

  • For Businesses-Your business can earn tax credits of up to $4,000 for hiring eligible youth between January 1, 2012 and December 31, 2012. Your business must be certified to participate in the program and the process is easy – please see the NYS DOL website for details. 
  • For Youth-This program can help you get a job! Plus, you may earn up to $900 to cover your expenses if you get training from an authorized NY Youth Works provider. Getting certified is a snap – please see the NYS DOL website for details. 
  • For Placement/Training Providers-Competitive applications to provide recruitment, training and placement services to certified youth will be available soon. Funds will be awarded to community-based organizations, Local Workforce Investment Boards and other training providers. Phillippe, PhD current Chief Diversity Office Vice President of Excellus Blue Cross Blue Shield.  Prestigious and numerously awarded Dr. Phillippe has had a huge impact on our community including participation as former chair of the Urban League of Rochester. She comes to speak to us on how all professionals play a key role in advocating and implementing diversity and inclusion in the workplace.  Attendee will gain a working understanding of the visible and invisible traits of diversity, recognize business reasons for diversity and inclusion, obtain ideas on best practices on policies and programs, recognize the impact diversity has on the bottom line as it pertains to buying power....the smart thing to do!
